The Emergency Response Unit established in the office of the Provincial Relief Commissioner (PRC)/Director General PDMA has done a spectacular job in conducting the relief and return operations. The unit however is a temporary arrangement and the government has established the Provincial Relief, rehabilitation and Settlement Authority (PaRRSA) to provide a “one Window” facilitation point to Federal/Provincial Governments, donors and partners Organization to interact with. PaRRSA has been established with an overarching relationship with the PDMA. This Organization has been entrusted the task to look after the whole reconstruction, rehabilitation and settlement of the affectees of the current crisis. The objective is to provide the requisite speed, ease, facilitation, coordination, supervision, and linkages to all the parties involved and helping the Provincial Government in its endeavor to rehabilitate the affected areas and will also take up the projects proposed under the various support funds created by the Friends of Democratic Pakistan and other international partners.
The Authority will have Project Management Units at the Divisional Level under the supervision of the Commissioners and dedicated units at the districts’ level. These dedicated units shall be placed within the respective departments and under the overall supervision of the respective DCOs. There will Provincial and Divisional Steering Committees for fast track approval and implementation of the development projects. A Strategic Oversight Council, under the Chairmanship of the Prime Minister will provide overall policy guidance to the many interventions and also provide the essential policy guidelines and steering. This Authority will also receive input from other forums like the Advisory Committee comprising of the elected members of the legislature, and the Security and Coordination Committee headed by the Commissioner, in its endeavors during the complete process of development, rehabilitation, reconstruction, and settlement.
The international and national focus is currently on Malakand. The provincial Government is aware of the enormous exercise of reconstruction and rehabilitation and the problems that might arise in the future. With this perspective in mind, PaRRSA has been entrusted to provide back stopping support to the district and Divisional administration of Malakand. This newly created organization will provide this support by following up different issues related to administration, development, service delivery, and security. For this purpose PaRRSA will interact with all the departments, Commissioner Malakand, and district governments of Malakand Division very frequently.
