Meeting discusses IDP registeration and cash card/ compensation issues

PESHAWAR: Provincial Relief Commissioner and Incharge of Emergency Response Unit (ERU) Muhammad Azam Khan Thursday assured that all internally displaced persons (IDPs) would get cash cards and other food and non-food items in their respective districts in case there is any delay in their issuance to them in camps.

“The IDPs may go to their homes according to the schedule announced by the government as they will get the relief in their respective districts,” said Muhammad Azam Khan while briefing media after an important meeting at Civil Secretariat. The meeting chaired by NWFP Chief Secretary Javed Iqbal and attended by representatives of all partners in the relief operation for IDPs including SSG Corp One, Social Welfare Department, NADRA, CAR, UBL and all concerned government departments.

He said that the government had already evolved a grievance redressal mechanism. The government has opened grievance redressal points at all camps and food hubs where the complaints and grievances of IDPs have been registered, he said adding that these grievance redressal centers would be shifted of conflict areas by August 05.

He said that said the Social Welfare Department, NADRA and CAR will be present in these centers to register the complaints/grievances of IDPs. “For all grievances pertaining to the missing digit of NIC or misspelled name, the Social Welfare Department will make due correction and pass to NADRA or verification,” he went on to say. According to him, all the process would be completed within 48 hours.

He said that the senior management of NADRA and Social Welfare Department would ensure that the grievance redressal centers are working properly. “SSG and ERU will monitor their activities,” he added.

Other important matters including registration of IDPs of Upper and Lower Districts were also discussed in the meeting.

Issue No 1

            Registration of all in-camp IDPs in Lower and Upper Dir

Decision: Commissionerate of Afghan Refugees (CAR) will provide data to NADRA for verification by 17 July. NADRA will process the same, enter it into its system and return the same with details by 19 July.

Action: CAR & NADRA

Issue No 2

            Registration of all off-camp IDPs of Upper, Lower Dir and Malakand

Decision: Social Welfare Department (SWD) will get the data from respective district governments and provide it to NADRA for verification by 17 July. NADRA will process the same, enter it into its system and return the same with details by 19 July.

Action: NADRA/ SWD

Issue No 3

            Registration of unregistered IDPs residing in the camps of the five districts

Decision: CAR will provide all the data for all the camps except Kund and Shah Mansoor Camps to NADRA for verification. The data for Kund park will be provided to NADRA by ERU through IRC and from Shah Mansoor by PRCS. NADRA and camp management teams (CAR etc) would be present in the camps throughout the exercise to ensure registration/ verification on urgent basis. The deadline of registration verification is 20th July. Smart cards distribution would commence thereafter to all those verified / registered IDPs.

Issue No 4

            Improving the efficiency / disposal of Grievance Redressal Mechanisms

Decision: NADRA & CAR staff would man the Grievance Redressal Counters (GRCs) in all camps and dispose off the workload on extremely urgent basis. Similarly NADRA and SWD staff would man the GRCs situated at the food hubs for off -camp IDPs All verified data would be made available at all the GRCs for public information immediately on receipt.

 All GRCs in the five districts (Peshawar, Mardan, Swabi, Nowshera, Charsadda) will be closed by 5th August and these would be shifted to and established in the disturbed areas of Malakand Division. NADRA, SWD and CAR staff will be present at these GRCs.

i.              For all grievances pertaining to the missing digit of NIC or misspelled name or other clerical errors SWD will make due corrections and pass on the data to NADRA for verification. The whole process would be completed within 48 hours at the end of the deadline the in-camp IDPs would be informed about their status at their respective camps/GRCs and off-camps IDPs at the food distribution hubs/ GRCs

ii.            For grievances related to yellow registration form (IDPs having yellow registration slips but not shown in verified computer data of NADRA) same procedure (as in 4-ii) shall be followed.

Processing deadline: 4 DAYS
SWD processing: 2 DAYS
NADRA processing: 2 DAYS

iii.           Senior Management of NADRA and SWD will personally ensure that GRCs are functioning efficiently and speedily. SSG & ERU will monitor.

Issue No 5

           Verified IDPs who have not received cards/ rations

Decision: Those IDPs who are verified and have not received their smart cards in the five districts (Peshawar, Mardan, Swabi, Nowshera, Charsadda) will have the option to receive them in their districts of origin on return. These cards can be encashed in their districts of origin

The same also applies to food and Non-food Items which will can be received in the districts of origin of these verified IDPs.

Issue No 6

           Guidance of IDPs at banks

Decision: UBL shall ensure that for each Point of Sale (POS) in the designated 200 branches of banks in the five hosting districts, a person is present at each POS to guide the IDPs, as committed by UBL.

DEADLINE: 24 Hours

Action: UBL 

Issue No 7

           Dissemination of newly received data numbering 34144 IDPS. (3,23395 less 289251)

Decision: ERU will ensure that the new data of verified IDPs is provided to WFP, UNHCR and respective cluster heads/ & CAR . In addition, NADRA will provide the aforementioned data at each GRC by 17 July. Moreover, the information would be widely disseminated for IDPs benefit.

Issue No 8

           Unclaimed Cards

Decision: The data for all unclaimed cash cards shall be provided to ERU by SSG and it will be publicized by ERU

Issue No 9

           SWD will be more proactive to increase receipt of grievances pertaining to registration from IDPs.
